2013 SEES REGULATION CHANGES FOR TOWING WITH A TRAILER
From 19 January 2013, anyone who is planning on towing a trailer with a car or small vehicle (Category B size) will now need to pass a test for category C1E.
The new regulations will affect both commercial and domestic drivers who plan on towing a vehicle, as these changes restrict the weight that drivers qualified after 1997 can now tow without a separate qualification.
For drivers who obtained their licence before 1 January 1997, the situation will remain the same as it is now, as their current entitlement to tow trailers up to a gross vehicle weight of 8.25 tonnes, and a minibus with trailer over 750kg, will be valid until the end of their licence period.

So, if you are currently looking at purchasing commercial vehicles like new Ford vans, the new legislation changes will affect any towing you plan on doing with it, assuming you are not exempt from 2013 regulation changes.
